Shanahan engaged with Indo-Pacific partners and allies at the International Institute for Strategic Studies (IISS) Shangri-La Dialogue from May 31 to June 2, 2019. Also present were U.S. Indo-Pacific Command Commander Admiral Philip Davidson, Secretary of the Navy Richard Spencer, Under Secretary of State for Arms Control and International Security Andrea L. Thompson, Assistant Secretary of State for Political-Military Affairs R. Clarke Cooper, Assistant Secretary-Bureau of Conflict & Stabilization Operations Denise Natali, National Security Agency Director & Commander of U.S. Cyber Command General Paul M. Nakasone, Senators Angus King, Tammy Duckworth, Marsha Blackburn, and Cory Gardner as well as a bipartisan Congressional Delegation led by Chairman of the House Armed Services Committee Adam Smith and Mac Thornberry including Representatives Rick Larsen, Anthony Brown, and Donald Norcross.
