Filing of Certain I-130 and I-360 Petitions in Singapore

Filing Form I-130, Petition for Alien Relative to Classify Orphan as an Immediate Relative on an exceptional basis and Processing of Form I-360 , Petition for Amerasian, Widow(er), or Special Immigrant from widow(er)s

Effective immediately, the Immigrant Visa unit in Singapore will accept the filing of Form I-130, Petition for Alien Relative filed on behalf of the spouse, unmarried child, or parent of a U.S. citizen on an exceptional basis from U.S. citizens who are resident in Singapore. To demonstrate residency, the U.S. citizen petitioner must be able to furnish documents demonstrating permanent residency in Singapore, such as an Employment Pass, Dependent Pass, Work Permit or evidence of other forms of long-term status in Singapore. U.S. citizens who are in Singapore on temporary status, such as students and tourists do not meet the residency requirement and must file their petitions directly with the domestic United States Citizenship and Immigration Services (USCIS) office having jurisdiction over the petitioner’s place of residence.

Examples of situations that generally meet the exceptional basis for local filing include relocation of the petitioner’s employment at short notice, emergent U.S. military deployment of the petitioner, medical emergencies that requires the petitioner or the applicant to travel immediately, and threats to the personal safety of the petitioner or the applicant.
